Our Letter to Councilman Gordon

Dear Councilman Gordon,
I am writing to you seeking your help in getting information on what is happening with the Winter Homeless Shelter at the Armory. My neighbors and I have been noticing an increase in homeless people around our neighborhood. It is our understanding that the homeless are bussed-in in the evening and bussed-out in the morning, and that they are not allowed to loiter around the neighborhood and nearby park.
We would like to verify our feelings and observations by reading the Winter Shelter Program weekly Reports that are prepared according to the city council. On Friday (Jan. 23rd.) I tried for a number of hours to obtain copies but was unsuccessful.

I called the City Clerk's office at 818-238-5851. The receptionist referred me to Evanny Mind (spelling?) at 818-238-5276. She was out of the office, so I left a message to please return my call as soon as possible.
I then searched the internet looking in the City Directory to try and find another person in which to obtain the reports. I called The Community Assistance Coordinator, Bob Kramer at 818-238-5795. Mr Kramer referred me to Sana Arteliana (spelling?) at 818-238-5751.
Calling the number, I spoke with Krista who informed me that Sana transferred to the Fire Dept. and gave her number there as 818-238-3488. I spoke with Sana and she referred me back to Krista, as the person who could refer me to someone that I could talk to.
Krista called me back and referred me back to Evenny and told me that she would call me back on Monday.
In the meantime, I called the City Manager's office at 818-238-5800 and spoke with Tina, who told me that the only way to obtain the reports in to call the Police Station at 818-238-3200. Tina transferred me to Peggy at the Police Station. Peggy told me that the reports we're not for the pubic and that she could not provide me with any information.
I asked her what I could do to get the information and she told me that I would need to talk to the city attorney, but did not provide me with the number.
This is outrageous. I am a concerned neighbor who wants to know what I going on with the Winter Shelter Program. I spent most of my workday trying to get this information. This, after we heard from Council Member Anja Reinke that there are Winter Shelter Weekly Reports, and I believe the public is entitled to see them.
To inform you a little further on some of the things we have been observing...
On Friday evening (Jan. 23) my husband and I were taking a walk and encountered a homeless couple hanging around outside the shelter, but they never entered. Instead they loitered around the back of Fry's. We also noticed a homeless person sleeping in the doorway of a business directly across the street from the Armory. We came to find out later, that our neighbor had photographed the same person there earlier in the day. (Pictures attached)
We went to the Armory and spoke with a volunteer named Dave. We informed him that the homeless we're not to be outside the armory. He promised us that he would take care of the problem.
The Winter Shelter needs to be much more diligent in patrolling the area, and keeping track of the people they are serving.
On Sunday, Jan. 25 my husband was walking back from Fry's and saw a homeless gentleman urinating behind the baseball dugout in Pacific Park. He then went into the playground area and panhandled some of the people recreating there. Fortunately my husband was able to report the individual to some police officers were close by on another call.
Today, Monday Jan. 26 I received a message from Ruth Davidson Gerra (818-314-7820) from the Burbank Community Development Dept. Upon returning her call, I asked her where I could get the Winter Shelter Program Weekly Reports from Dec. thru Today. After some hesitation she claimed that she had not personally received any reports. I informed her that weekly reports were supposed to be done. In response, she then asked me what _I_ wanted to report. I told her what we have observed as I have written above. She told me the only thing that we can do is to ask the police to patrol more.
More police is not the issue here. The people using the homeless shelter are not supposed to be roaming, loitering, panhandling, or sleeping outside of the shelter, and those running the shelter need to pay better attention.
