Did Burbank break the law?

A recent letter in the Community Commentary section of the Burbank Leader points out that it is illegal to house a sex-offender within 2000 feet of schools or parks. So did Burbank brake the law when it approved the armory for use as a Winter Homeless shelter this last season?
Pacific Park and the preschool are well-within the 2000 feet limit. In January a sex-offender registered his place of residence as the winter shelter located at the armory. Was the law broken at that point? Was it broken again and again when seven other sex-offenders stayed at the shelter?
Did our city attorney not know about this law or even check when the shelter issue was up for discussion? What about the registered sex-offenders in Burbank? Does the city attorney know if their residence is in violation with the law?
Another interesting bit of information concerns Mayor Golonski’s plan to combine the Burbank and Glendale Armories at the airport. because it is difficult to find places to house sex-offender at comply with the law, a location at the airport would become a magnet for sex-offenders. Soon Burbank could be known as the sex-offender capital of California.
